How to Fill Out a JSA

A Job Safety Analysis takes a task, splits it into steps, and works out what could go wrong at each one. Here's how to fill one out so it's useful on site rather than paperwork for the sake of it.

A JSA is the simplest safety document you'll use and the one most likely to be filled in badly. The idea is straightforward: take the task, break it into steps, and for each step ask what could hurt someone and what you're going to do about it. Do it properly and it catches the gear you forgot to bring as often as it catches a hazard. This guide covers what a JSA is for, what goes in each column, and how it differs from the SWMS you need for high-risk work.

What a JSA is for

A Job Safety Analysis — also called a Job Hazard Analysis or a Task Hazard Analysis, same thing — is a task-level risk assessment. You write it before the work, on the job you're about to do, and it exists so the hazards get named out loud before anyone picks up a tool.

Unlike a SWMS, a JSA isn't tied to a legal list of high-risk work. It's a tool you can use on anything, and that flexibility is the point. A two-hour service call gets a short one; a week on a commercial fit-out gets a longer one.

  • It surfaces hazards before the job, rather than after someone finds one the hard way.
  • It plans the resources — writing out the steps is how you notice you'll need a second person, a different ladder or a permit.
  • It shows a client you're organised before you've touched anything, which matters more than tradies think when the next job is being handed out.
  • It's evidence you assessed the work, which is what you'll be asked for if something goes wrong.

The fields, one at a time

Most JSA layouts carry a header block and then a table with one row per step. Fill the header first:

  • Job number and description — what the task is, in a sentence a stranger would understand.
  • Site and date — where and when, because a JSA written for last Tuesday's site isn't worth anything today.
  • Who wrote it and who approves it — a name, not a business.
  • Permits required — confined space, hot work, electrical isolation, working at heights. Declare whether any apply, and which.

Then the table. Each row is one step of the job, and each row gets the same four things:

Breaking the job into steps

This is the part that decides whether the document is useful. Steps that are too big hide the hazard inside them; steps that are too small turn the exercise into data entry nobody reads.

A good rule: a step is one thing you'd tell an apprentice to go and do. "Replace the hot water unit" is a job. "Isolate power and water at the unit", "drain the old cylinder", "remove and carry the old unit out through the side gate" are steps — and each of those has a different hazard attached.

Do the walk before you write. Half the hazards on a residential job are things you can only see standing there — the dog, the loose paver at the side gate, the neighbour's car in the drop zone, the roof you can't get a ladder to safely.

Choosing controls that mean something

Controls run in an order of effectiveness, and you're expected to reach for the top of it first:

  • Eliminate the hazard. Do it a different way so the danger isn't there at all.
  • Substitute, isolate, or engineer it out. A safer product, an exclusion zone, edge protection, a lifting aid.
  • Administrative controls and PPE. Procedures, sequencing, training, and gear on the body. These are the weakest options and should never be the only ones.

Then use the JSA for what it's genuinely good at: after the hazards and controls are down, list the equipment, extra people and extra time the controls imply. If a control is "two-person lift" and you rostered one person, you've found that out at the desk rather than at eleven o'clock on site with a cylinder on the driveway.

Sign-off and what happens after

Everyone doing the work signs the JSA to confirm they've read it. That's not a formality — it's the moment the document stops being yours and becomes the crew's. Talk it through before the signatures, not after.

Then keep it. Attach it to the job so it can be found later, because "we did a JSA" is worth nothing without the JSA. If the scope changes mid-job, amend it and re-sign rather than pushing on with a document that describes the old plan.

What's the difference between a JSA and a SWMS?

A SWMS is a specific requirement for high-risk construction work and has to contain set information under the WHS regulations. A JSA is a general-purpose task risk assessment you can use on any job. If your work falls into the high-risk construction categories, a JSA doesn't substitute for the SWMS — you need the SWMS.

Do I legally need a JSA?

There's no standalone legal requirement to produce a document called a JSA. What you do have is a duty to identify hazards and manage risk so far as is reasonably practicable, and a JSA is a straightforward way of showing you did. Many head contractors and commercial clients require one as a condition of site access regardless.

Who should fill out the JSA?

The people doing the work, with the business owner or supervisor reviewing and approving it. A JSA written in the office by someone who hasn't seen the site tends to list generic hazards and miss the real ones. Get the crew's input, then sign off on it.

How often does a JSA need redoing?

Per task, per site. Same task at a different address means a new JSA, because the hazards live in the site as much as the work. Within a job, redo it whenever the scope, the crew or the conditions change enough that the old one no longer describes what's happening.
